Renaming OLD and NEW pseudo-attribs. in CSS Draft

Perhaps all pseudo-attribute names should start with %. This would
certainly set them apart from the true attributes...

A{HREF} {%NEW} : text-color = green
A{HREF} {%OLD} : text-color = blue
A{HREF} {%UNVISITED} : text-color = red
