A recent poster (about hyphenation) indicated that he was using LaTeX
version 2.09 <7 Dec 1989> and another poster indicated that this was
not the latest version. What are the current latest versions of TeX
and LaTeX for the Unix world?

The latest version of TeX is 3.14.
LaTeX has the number 2.09 for some time, and different versions are
identified by their release date. The most recent version is dated
January 14, 1991.

Not only for the Unix world, but for everyone :-) LaTeX is not system
dependent.

Can someone explain what the latest (official) version of LaTeX is?
I have seen in TeXhax Digest V91 #50 the following list:
%%% Current versions of the software now in general distribution:
...
%%% LaTeX 2.09 (12/7/89) cmbase.mf see cm85.bug
...
But I have also seen a version of LaTeX 2.09 dated 14 January 1991.
Thanks,
Hubert

14 Jan 91 is indeed the most recent version. But an update will be
released before the end of this year.
