how to enable html include using cern httpd?

hi all,

the cern httpd i installed ignores both forms of the #include:

<!--#include file="/includes/header.html"-->
<!--#include virtual="/includes/footer.html"-->

i've been told it needs to be enabled, however i can't figure
out exactly how it can be done. any suggestions will be greatly
appreciated.
