I certainly like the idea of using <FIG>s for alternate embedding
selection... one could even use a FIG to embed HTML, allowing a very
quick-and-dirty client-side include. In some ways, this reminds me of the
<EMBED> tag used by w3-mode and Netscape, but seems far more versatile.

Is this worth changing the DTD for? I think so...
