Yes. I don't see the need for sounds to be made inline, unless that means that
the sounds would be automatically played as they are fetched. That would be an
interesting cacophony in a multi-threaded browser!
If sounds are not to be automatically played, then the browser would need to
provide a means (such as a sensitive graphic) for the user to play a given
inline sound. And, it would be best for browsers to defer fetching sounds
until they are actually needed (so as not to hog bandwidth).
Given that this exact behavior can be achieved by an anchor that references a
sound file, there's no need to make sounds "inline".
