HTML 2.0+: Whatever happened to source code?

I'm looking for a Web browser that accepts HTML 2.0 or better -
one that comes as a source code distribution. It is agonizing
watching people weep and cry for vendors to supply "binaries"
for this or that platform with this or that compilation option
(e.g. termified libraries). Are there any good ol' source code
distributions any more? Or is the Web diving headlong into a
swamp of proprietary code?
