Recommended changes to DTD

I recommend that the STRONG element be listed in the exclusion content
of the STRONG element. The similiar can be said for the EM element.

Eg:

<!ELEMENT STRONG - - (%phrase.content)+ -(STRONG)>
<!ELEMENT EM - - (%phrase.content)+ -(EM)>

Any compelling arguments to the contrary?
