thread about public annotations.
I've been working on public annotations for several months now.
I am in the process of writing something up for submission to
at the October WWW conference. However, since the topic has
come up, I thought I'd share my incomplete results (broken links,
awful English, missing sections, poor organization etc.) with you.

The goals of my system are:
1) to support the ability to annote annotations,
2) to support in-line annotations (unimplemented),
3) to support distributed annotations (to support
better scaling),
4) to explore link voting, and
5) to encourage people to publish on the Web.
Any early feedback will be greatly appreciated.
