WYSIWYG Editors...

How can WYSIWYG have meaning when presentation is the function of the
browser? Perhaps this isn't the point of all the discussion; I guess what
people are really asking for are editors that automate HTML creation; or
are they asking for editors that make best guesses at proper structural
markup -- basically editors attached to LaTeX or RTF filters?
I hope I'm not just making noise -- not being a developer, one sometimes
mis-states questions and the like in a developer's community.
