I suggest the ICA toolset for experimenting your way to an answer.
That's how I came up with the HTML dtd -- or that's where I started.
You can point-and-click your way to a rough grammar, and then tell
it to write an SGML DTD. Then you can look at the DTD and get an
idea of what's going on. Then you hack a little, and voila!
